Was Joe Wilson right?

Before the speech:
During consideration of the health care reform bill (H.R. 3200), the House Ways & Means Committee rejected an amendment that would have helped ensure illegal aliens would not receive taxpayer-funded health care benefits.


After the speech:
Today, for the first time as far as we know, the administration is backing a provision that would require proof of citizenship before someone could enroll in a plan selected on the exchange.

Here, the administration also concedes that hospitals would be compensated with public funds for the care of undocumented immigrants.


So is it a lie if one says something that one knows isn't true, but then changes one's position after being accused of lying?
